For auction style listings ebaY will refund the 5 cent fee for the buy it now listing feature on any US auction listing, when the listing specifies international worldwide ship to locations or designates one of the following: Americas, Canada, Mexico, Europe, United Kingdom, Germany, Asia, Australia and Japan. This includes ebaY US, www.ebay.com and ebaY Motors, www.ebaymotors.com - non vehicles only. The refund will not show up in the seller's account until late December 2004.
Items excluded from the promotion include, fixed price, multi item, real estate, ad format, international, Canada, live auction, professional services, ebaY Motors vehicles and store inventory listings.

ebaY's PayPal was down or intermittent for about 3 hours on 22 Nov starting at around 0800 PT, and continued to work only intermittently with some features not working at all as of 15:00 PT. Users trying to access PayPal received a "We are unable to complete your request at this time. Please click Retry or try again later. We apologize for the inconvenience. Message 3004", message. At 13:55, users received "The Search and Browse system is temporarily unavailable. Please try one of the following options: Return in a few minutes and try again. If you know the specific item you're looking for, try searching by item number." Messages, whilst trying to search ebaY. Sellers also reported that they were receiving double emails from ebay on sold items. At 02:27:44 PM PT ebaY posted that the PayPal payment notification emails were missing the buyer's shipping address. To access the buyer's shipping address, sellers need to click the link in the email to "View transaction details."
